V. EIS-AFRICA STRATEGIC OBJECTIVES FOR 2005 AND FIRST 3 YEAR DEVELOPMENT PROGRAM 2001-2003

V.1. STRATEGIC OBJECTIVES

47. In view of fulfilling its mission, EIS-AFRICA will target the following strategic objectives (STO's) for the first five years of the third millenium:
  • STO.1 Information management strategic objective: EIS-AFRICA is a credible organization present and active on the continental and international scene in geoinformation applications and EIS development in Africa.
  • STO.2 Professional development strategic objective: A Africa-wide community of EIS/GIS professionals is created and functions adequately.
48. To Reach these two strategic objectives at the horizon 2005 EIS-AFRICA will adopt the principle of a 3 year rolling development program, covering a first period 2001-2003. The following specific objectives (SPO's) are proposed for the first 3 year development program.

V.2. SPECIFIC OBJECTIVES

1. Under STO1
  • SPO.1. At least 40% of African countries use operational EIS's to meet their own needs of country-wide environmental information management and EIS products, and have the capacity to contribute efficiently to sub-regional, continental and global environmental programs and projects involving spatial data analysis."
  • SPO.2. EIS data policies are adopted or strengthened in 50% of African countries, allowing for spatial data integration, easy access and exchange at sub-regional and continental levels.
2. Under STO2
  • SPO.1. At least 80% of African countries have a minimum of 20 EIS/GIS experts affiliated to EIS-Africa.
  • SPO.2. The EIS/GIS fields of expertise are studied, documented and related professions organized in Africa, and facilities are made available to registered EIS professionals to improve their skills and working conditions.
  • SPO.3. AfricaGIS'01and AfricaGIS'03 planned for 2001 and 2003 respectively, are successfully organized with the support of the EIS-Africa's Secretariat, and its active involvement in the work of the international organizing committee comprising EIS-Africa, "OACT" and "AARSE".
49. A workplan and its corresponding budget will be prepared every year by the Secretariat on the basis of the above strategic and specific objectives, for consideration by the Board of Directors.

V.3. CRITICAL SUCCESS FACTORS

50. These objectives, both specific and strategic, can only be achieved if some critical success factors (CSF's) are taken into account. These are the following:
  • CSF. 1. Sustainable funding The 3 year rolling development program can be implemented only if a sustainable funding is secured to finance the planned activities. Such a sustainability can be achieved through an internal money source, supplied by external fund raising activities.
  • CSF. 2. International Status EIS-Africa as a not-for-profit organization needs an international status in South Africa to facilitate the management of its activities. This status allows for many facilities, including some immunities and tax exemptions, elements of great incentive effect and likely to induce a positive impact on the management of EIS-Africa.
  • CSF. 3. Friendship and commitment EIS-Africa is a network, and as such, can only be productive if its members are committed to its goal and work in a friendship spirit towards the attainment of that goal.

V.4. FUNDING MECHANISM

51. Securing a sustainable funding is critical to the future of EIS-Africa. Therefore, particular attention is required regarding the funding issue. In this regard, the principle of an internal source, complemented by external funding seems adequate. As a membership organization, the financial contribution of the members is the first branch of the internal source of funding, revenue from services being the second branch. Countries being assisted by EIS-Africa will contribute to the funding of the country projects. The same rule applies for sub-regional and continental institutions.

52. In addition to the internal source of funding, the donor community contribution is required. In view of strengthening sustainability, EIS-Africa will seek for the approval of a mechanism by which donors accept to put money in a common fund to create a foundation. An international panel would administer the foundation and provide on a regular basis funds for financing EIS-Africa approved activities on a yearly basis, as adopted with the 3 year rolling development program by the Board of Directors.

53. Other sources of revenue, such as donations, grants, etc. will be a additional branch of funding for EIS-Africa.

54. The Board of Directors will ensure that this mechanism is made operational the first year to sustain the activities of EIS-Africa.
